For construction to rehabilitate appx. 2350 linear feet of existing 96- to 114-inch diameter sewer using a spray-applied structural cementitious geopolymer lining after cleaning, grouting leaking joints, and preparing the pipe surface in Pendleton, Cincinnati, Hamilton Co, OH. This project will utilize WPCLF funding.

NOTICE OF INVITATION TO BID CITY OF CINCINNATI OFFICE OF PROCUREMENT AND
GREATER CINCINNATI WATER WORKS
2026 LEAD SERVICE LINE REPLACEMENT CONTRACT 1 (CUF, SOUTH FAIRMOUNT, EAST PRICE HILL, WEST PRICE HILL, WESTWOOD)
The City of Cincinnati seeks qualified bidders for the 2026 Lead Service Line Replacement Contract 1, Bid Reference Number 273C909370. This contract consists of furnishing all materials, labor, and equipment and performing all work necessary to replace lead service lines and restore construction disturbances for approximately 1,000 properties within the neighborhoods of CUF, South Fairmount, East Price Hill, West Price Hill, and Westwood. The project includes replacement of public and private lead service lines, pavement, sidewalk, driveway, and landscape restoration associated with service line replacement activities. The contract is funded through the Ohio Water Development Authority (OWDA) and is subject to all applicable federal requirements, including Davis-Bacon prevailing wage requirements.

DBE REQUIREMENTS This project is funded through an OWDA loan and is subject to the U.S. Environmental Protection Agency’s Disadvantaged Business Enterprise (DBE) requirements. Bidders shall comply with all DBE program requirements contained in the bidding documents, including submission of the required DBE utilization forms and good faith effort documentation.
BID SUBMISSIONS Online Bids will be received through the City of Cincinnati Vendor Self Service website at: https://vss.cincinnati-oh.gov/vssprod/Advantage4 until September 29, 2026, at 12:00 noon local time. No hard copy bids will be accepted. Bids must be accompanied by a bid surety of not less than 10% of the total bid amount, and the successful bidder will be required to provide a performance surety of 100% of the contract value. All bidders will be subject to the provisions of the City of Cincinnati Municipal Code regarding the Equal Employment Opportunity Program contained in Chapter 325 of the Cincinnati Municipal Code. Contractors and subcontractors shall comply with all applicable federal Davis-Bacon prevailing wage requirements and City Responsible Bidder requirements.
