SPRINGFIELD TOWNSHIP, HAMILTON COUNTY, OHIO
REQUEST FOR DEPOSITORY/BANKING SERVICES PROPOSALS
FOR THE PERIOD OF 8/24/2026 to 8/23/2031
Springfield Township, Hamilton County, Ohio, hereby invites banking institutions to submit proposals for the required depository and banking services for the Township’s active deposits.
The depository agreement will be for a term of five years commencing on August 24, 2026 and ending on August 23, 2031. The successful depository will be awarded by the Township Board of Trustees during its regular meeting on August 11, 2026. All submittal institutions will be notified of the award by August 18, 2026.
Springfield Township has an average daily cash balance of $27,000,000 to $30,000,000 and a bi-weekly direct deposit payroll averaging $350,000.
The Township’s account requirements are as established by Ohio Revised Code 135.01 to 135.21 and include: 1) Daily Governmental Account for Active Funds, secured by utilization of the Ohio Pooled Collateral System; and 2) Interest Bearing Overnight Repo/Sweep Account, secured by utilization of the Ohio Pooled Collateral System. The successful institution must demonstrate its ability to timely receive and deposit large cash deposits utilized by the Drug Abuse Reduction Taskforce (DART) operated by the Township.
Banking institution must be an eligible public depository as specified in Ohio Revised Code 135.03, be a member of F.D.I.C. or F.S.L.I.C., and be a participant in the Ohio Pooled Collateral System. Financial institutions which do not participate in the Ohio Pooled Collateral System need not apply.
The criteria for evaluating the proposals will be based upon a combination of:
1. The interest rate quoted;
2. The extent and convenience of services to be provided, including but not limited to:
a. Agreement to assign an Account Executive/Individualized Customer Service Representative and an alternate to the Township;
b. List of per item charges (if any) for each service, or state specific services provided with no charges or fees;
c. Preparation of monthly statements with check or check image;
d. Secure Internet Banking;
e. Payroll Direct Deposit;
f. Wire service;
g. Incoming and outgoing ACH/EFT services with detail;
h. Ability to deposit cash funds procured from the DART; and
I. Service fees, charges and other costs.

3. The formula used in calculating the interest earnings;
4. Background and experience of banking institution to provide quality service to like public entities; and
5. The internal cost associated with changing depositories.
Copies of the Request for Proposal application can be obtained on the Springfield Township Website at springfieldtwp.org/bids.aspx (under the Government/Governance/Bids tabs) or from the Springfield Township Financial Director at the Township Administration Building located at 9150 Winton Road, Cincinnati, Ohio 45231, Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m.
All institutions which obtain a copy of the Request for Proposal must register their interest in the proposal process with Kim A. Cox, Finance Director at kcox@springfieldtwp.org in order to receive any updates, addenda, and answers to questions asked.
Signed proposals must be delivered to the attention of the Fiscal Officer, Springfield Township, at the Administration Building address listed above in a sealed envelope marked “Depository Application.” PROPOSALS ARE DUE BY 2:00 P.M. ON JULY 24, 2026.
