Note 1: The Owner assumes no responsibility to supply Builders Exchanges and similar plan review rooms with all addenda issued. An attempt will be made to do so; however, only registered plan holders will be notified of expected Addendum with short preparation times.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 through 153.571 of the Ohio Revised Code. Bid security, furnished in Bond form, shall be issued by a surety company or corporation licensed in the State of Ohio in the full amount of one hundred percent (100%) of the bid amount. A 100% satisfactory performance and payment bond shall be required of the successful bidder.
Each bid must be submitted in a sealed envelope plainly marked on the outside with the bidder’s name and address, and the name of the project for which the bid is submitted. Each bid must contain the full name of the party or parties submitting the same and all persons interested therein.
All bidders must comply with the prevailing wage rates on Public Improvements in Hamilton County and the Village of Silverton as determined by the Ohio Department of Commerce, Bureau of Wage & Hour Administration.
The Village of Silverton reserves the right to reject any or all bids, or to accept or reject any part thereof.

Sealed Proposals endorsed “Glendale 2026 Street Program will be received at the office of the Village Administrator, Village of Glendale, Ohio, until eleven (11) o’clock am Local Time, on Thursday, the 14th of May, 2026, and at that time publicly opened and read aloud in the Conference Room of the Village Glendale for furnishing all labor, materials, and equipment to complete the construction, all in accordance with the bid documents and specifications to be made available April 30, 2026.

The project includes the reconstruction of E. Fountain Avenue, from Willow Avenue to Congress Avenue, Ivy Avenue from E. Fountain Avenue to Oak Avenue and the resurfacing of W. Fountian Avenue, Forest Avenue and Forest Place.

Each bidder is required to furnish with the proposal a Bid Guaranty and Contract Performance Bond in accordance with Section 153.54 through 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
All proposals shall be made and properly executed on proposal forms as issued by The Village of Glendale and bound together with other documents and specifications. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. Work shall be substantially completed and acceptable by October 31, 2026.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. “DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.001 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.001 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.” Additionally, contractor compliance with the equal employment requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
The Council of the Village of Glendale shall authorize acceptance of the bid made by the responsible bidder who, in Council’s judgment, offers the best and most responsive proposal, considering quality, service, performance record, and price; or Council may direct the rejection of all bids. Council may waive any irregularities and reject any or all bids.
