MSD Financial Reporting Consultant

Proposals will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted.

Deadline is 12:00 PM on Tuesday, September 9, 2025

As of 08/19/2025, interested parties may download RFP Documents from the Cincinnati Bonfire website and should frequently return to the site to monitor for project-specific updates and addenda.

Questions on this project or any part of the RFP Documents must be sent via e-mail to MSD.PROCUREMENT@cincinnati-oh.gov by the established deadline. The deadline for questions is 12:00 PM local time on Tuesday, August 26, 2025.

A brief description of the services sought:

MSD prepares an annual set of financial statements in accordance with generally accepted accounting principles (GAAP). This RFP is to retain a consultant to perform the full accrual conversion and prepare the complete GAAP-basis financial statements. Early submission of MSD financial reports is needed as they are required for Hamilton County’s financial report. Work will be completed in coordination with MSD Finance and Accounting staff, along with City of Cincinnati Finance staff. The consultant shall also provide additional financial and accounting services to MSD as needed.
