Sealed Proposals endorsed “2025 Laurel Avenue Roadway Improvements” will be received at the office of the City Manager, City of Madeira, 7141 Miami Avenue, Madeira, Ohio  45243, until eleven (11) o’clock am Local Time, on Tuesday, September 2, 2025 and at that time publicly opened and read aloud in the Council Chamber of the City of Madeira for furnishing all labor, materials, and equipment to complete the construction, all in accordance with the bid documents and specifications to be made available August 14,2025 via Quest CDN.
This project includes mill and overlay of Laurel Avenue from Miami Avenue to Euclid Avenue, decorative pavers from Miami Avenue to Center Street, and walk, apron, and curb repair throughout the project.  Associated improvements include the addition and or modification of street lighting, storm sewer and pavement markings.

Each bidder is required to furnish with the proposal a Bid Guaranty and Contract Performance Bond in accordance with Section 153.54 through 153.571 of the Ohio Revised Code.  Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
All proposals shall be made and properly executed on proposal forms as issued by the City and bound together with other documents and specifications. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Each bidder must submit evidence of its experience on projects of similar size and complexity.   All work shall be completed and acceptable within 6 months of project award.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
The Council of the City of Madeira shall authorize acceptance of the bid made by the responsible bidder who, in Council’s judgment, offers the best and most responsive proposal to the City, considering quality, service, performance record, and price; or Council may direct the rejection of all bids.  Council may waive any irregularities and reject any or all bids.
