Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 1.10 of the RFQ for details.
Deadline is 1:30 PM on Tuesday, August 26, 2025
As of 07/21/2025, interested parties may download RFQ Documents from the Cincinnati Bonfire website and should frequently return to the site to monitor for project-specific updates and addenda.
Questions on this project or any part of the RFQ Documents must be sent via e-mail to MSD.PROCUREMENT@cincinnati-oh.gov by the established deadline. The deadline for questions is 1:30 PM local time on Thursday, July 31, 2025.
A brief description of the services sought:
The MSDGC Modeling Group continues to model overflow structures in detail. As part to the continuous model improvements made by MSDGC, the Consultant will provide expert services required to assist with detailed modeling of hydraulically complicated structures This will include among many items related evaluation of flow and pressure monitoring options, evaluation of data quality and reliability, comparison of rating curves from various modeling options, comparison of historical records of overflow occurrence and levels, and CFD models of structures. In general, the goal is to enter into the SWM model a configuration which best represents the hydraulic performance of the various structures. It may also include recalibration of or model adjustments to tributary areas or portions thereof. The individual services below are related to the detailed modeling of hydraulically complicated overflow structures and their tributary areas.
