CSO 24 Regulator Improvements

Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 1.10 of the RFQ for details.

Questions on this project or any part of the RFQ Documents must be sent via e-mail to MSD.PROCUREMENT@cincinnati-oh.gov by the established deadline. The deadline for questions is 1:30 PM local time on Tuesday, March 12, 2024.
A brief description of the services sought:
Several issues exist with the current setup of CSO 24 and the associated regulator, underflow sewer and connection at the receiving interceptor sewer. The current underflow system for CSO 24 requires multiple visits per year to clear blockages. Since February of 2020, there have been at least 26 dry-weather sewage overflow events, with the majority of these determined to be caused by blockages. Three bends exist in the 18-inch underflow sewer between the diversion dam and the receiving interceptor sewer (Auxiliary Mill Creek Interceptor 3). These bends contribute to the blockages. Mill Creek Interceptor 1 and Auxiliary Mill Creek Interceptor 3 are in the immediate vicinity and CAGIS elevation shows there may be an opportunity to use either or both interceptors as a receiving sewer depending upon flow conditions in the respective interceptors. Additionally, this CSO and regulator structure is in the Ludlow Run area which is expected to be the subject of future overflow reduction targets.
This project will involve engineering planning, design and construction phase services.
