Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 4.1 of the RFQ for details.

A brief description of the services sought:
This procurement is to select Design-Builder to complete the Little Miami WWTP HRT Facility. This includes a new proposed HRT facility, disinfection facilities, and pump station upgrades. This procurement will be a two-phase process, with a RFQ followed by an RFP for firms that were shortlisted by the selection committee. The selected Design-Builder will provide all analysis to prepare a design (Phase 1) for the proposed Little Miam HRT, Disinfection, and pump station upgrades. After Design (Phase 1) is completed, they will perform bidding services to prepare a Guaranteed Maximum Price (GMP). They will then manage the construction (Phase 2) and potentially self-perform individual pieces of the work.

The City of Cincinnati will accept Electronic Bids per CMC 321-24 until NOON EST October 15, 2026, at

This project will eliminate five pump stations, which are Barrington Hills PS, Barrington Hills BLK. F PS, Gil Volz PS, Kildare Crossings PS, and Kirkridge Acres PS. Upon these eliminations, an all-gravity sanitary sewer solution of approximately 9,667 linear feet of 8-inch to 18-inch will be provided. This project also includes an additional downstream gravity sewer and removal of a bottle neck in the collections system along First Street in Addyston.
