East Branch Muddy Creek Interceptor

Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 1.10 of the RFQ for details.

As of 6/1/2023, interested parties may download RFQ Documents from the Cincinnati Bonfire website and should frequently return to the site to monitor for project-specific updates and addenda.

A brief description of the services sought:
This project is located in the City of Cincinnati’s Riverside neighborhood, Hamilton County, Ohio, in the Muddy Creek sewer shed of the West Basin in and adjacent to River Road from the Muddy Creek WWTP near Bender Road to CSO 416 at Idaho Street.
This project will likely include relocation and replacement of approximately 32,100-feet of the interceptor, replacement and possible consolidation of four (4) pump stations, Fithian Pump Station, Anderson Ferry Pump Station, Foley Road Pump Station, and Rapid Run Pump Station, along the Ohio River east of the Muddy Creek WWTP, and relocation of eleven (11) combined sewer overflows (CSOs), if needed. These CSOs are numbered 416, 415, 414, 413, 412, 411, 410, 223, 654, 408, and 541. These assets are located within the floodplain of the Ohio River and are subject to river intrusion during high river stages and wet weather events. In addition, most of this interceptor is under-capacity and many sections are in poor structural condition. The estimated construction cost is approximately $124,690,000.
