Elberon Avenue Sewer Replacement

Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 1.10 of the RFQ for details.

As of 11/19/2021, interested parties may download RFQ Documents from the Cincinnati Bonfire website and should frequently return to the site to monitor for project-specific updates and addenda. 
Questions on this project or any part of the RFQ Documents must be sent via e-mail to [email protected] by the established deadline. The deadline for questions is 1:30 PM local time on Thursday, December 9, 2021.         
A brief description of the services sought:
The project is located in the city of Cincinnati, East Price Hill, on Elberon Avenue generally
between house numbers 411 and 528 Elberon Ave. The project area includes four BCER segments
on Elberon Avenue with structural risk bin scores of 19, 25, 25 and 25. Planning efforts include
CCTV inspection, modeling alternatives, alternatives analysis, cost estimating, and development
of a BCE recommendation. The project area includes approximately 1,286 feet of 18-30 inch
diameter sewer.
Condition assessments have identified numerous structural defects in these pipes including
multiple fractures and cracks. The pipes are potential candidates for lining; however, the
hydraulic model indicates surcharging in events as small as the 6-month storm. The project will
evaluate the sewers in this area for structural condition as well as capacity.
