Sealed Proposals endorsed “Montgomery Road (Coleridge Ave – Hampton Dr) Streetscape” will be received at the office of the Village Administrator, Village of Silverton, Ohio, until eleven (11) o’clock am Local Time, on Thursday, June 10, 2021 and at that time publicly opened and read aloud in the Council Chamber of the Village Silverton for furnishing all labor, materials, and equipment to complete the construction, all in accordance with the bid documents and specifications to be made available May 14, 2021.
The scope of work to include, but is not limited to, streetscape sidewalk and curb improvements along Montgomery Road in Silverton, Ohio from Coleridge Ave. to Hampton Dr. The project will consist of concrete paving, decorative pavers, site furnishings, landscaping, and a monumental gateway sign.

Each bidder is required to furnish with the proposal a Bid Guaranty and Contract Performance Bond in accordance with Section 153.54 through 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
All proposals shall be made and properly executed on proposal forms as issued by The Village of Silverton and bound together with other documents and specifications. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. Work shall be substantially completed and acceptable by October 8, 2021.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. “DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.001 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.001 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.” Additionally, contractor compliance with the equal employment requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Contractors must comply with the Davis Bacon Act in the payment of prevailing federal minimum wages, and the Contract Work Hours and Safety Standards Act regarding compensation for overtime and safe working conditions in all contracts of $2000 or more.
On contracts of $25,000 or more, general contractors will be required to achieve 10% Minority Business Entrepreneur participation in the contract, or clearly demonstrate and document good faith effort to achieve MBE participation to be eligible for contract award.
Section 3 of the Housing and Urban Development Act of 1968 requires that, to the greatest extent feasible, in connection with work covered by this contract, opportunities for training and employment be made to lower income residents of the project area, and that contract work be awarded to business concerns which are owned substantially by low income residents of the project area.
The Council of the Council of the Village of Silverton shall authorize acceptance of the bid made by the responsible bidder who, in Council’s judgment, offers the best and most responsive proposal, considering quality, service, performance record, and price; or Council may direct the rejection of all bids. Council may waive any irregularities and reject any or all bids.
