WINTON WOODS ACCESSIBLE CANOE/KAYAK LAUNCH
Sealed bids, in duplicate, will be received by the Board of Park Commissioners of Great Parks of Hamilton County at the Winton Centre, 10245 Winton Road, Cincinnati, Ohio 45231 for the Winton Woods Accessible Canoe/Kayak Launch, located at 10245 Winton Road, Cincinnati, Ohio 45231, as set forth in the Drawings and Specifications.
The project consists of installation of an accessible canoe/kayak launch on Winton Lake. The base bid includes installation of a gangway and concrete abutment at the existing seawall, floating dock and pilings. The base bid also includes the removal of an existing gravel canoe/kayak launch and the installation of a kiosk with concrete footings. ALT C-1 Concrete Steps and Walk Construction includes the installation of concrete stairs and metal railings and concrete walk.
Each bid must be submitted in a sealed envelope and clearly designated on the outside of envelope with the project name. Bids shall be publicly opened and read aloud at 10 a.m. on Thursday, January 7, 2021 at the Winton Centre Auditorium. All attending the bid opening shall wear face coverings and follow COVID-related social distancing practices.
A Pre-Bid Meeting will be held on Tuesday, December 22, 2020 at 2 p.m. at the Winton Woods Boathouse.
Bidding Documents may be viewed at McGraw-Hill Construction Dodge and ACI plan rooms. The legal advertisement may be viewed at www.greatparks.org.
Bidding documents shall be obtained from ARC Document Solutions, 4219 Malsbary Road, Cincinnati, Ohio 45242, 513-326-2300, at contractor’s expense (no refunds).
This project is funded in part by an Ohio Department of Natural Resources NatureWorks grant. Contractor responsibilities for meeting the requirements of this grant are described in the bid documents.
Contracts for work under this bid will obligate all Contractors to comply with prevailing wage rates established by the Ohio Department of Commerce, Division of Industrial Compliance, Bureau of Wage and Hour Administration.
Proposals shall be accompanied by a Bid Guaranty and Performance Bond meeting the requirements of Sec. 153.54 & 153.571 O.R.C. executed by a surety company authorized to do business in the State of Ohio in the full amount of the proposal, including add alternates. In lieu of a bid bond, a certified check may be substituted, payable to the Owner in the amount of ten percent (10%) of the proposal amount, including add alternates. No proposal may be withdrawn for a period of sixty days after the bid opening date.
Great Parks of Hamilton County reserves the right to reject any and all bids.

Sealed Proposals endorsed “GlendaleCleveland Avenue ADA Playground” will be received at the office of the Village Administrator, Village of Glendale, Ohio, until ten (10) o’clock am Local Time, on Monday, the 25th of January, 2021, and at that time publicly opened and read aloud in the Conference Room of the Village Glendale for furnishing all labor, materials, and equipment to complete the construction, all in accordance with the bid documents and specifications to be made available December 26, 2020.

The proposed scope of work is in an effort to revitalize the existing Cleveland Avenue Park facilities. This includes, but is not limited to, a new ADA accessible playground and surfacing, new walking paths, site furnishings, rain garden, and improvements to the existing basketball court.

Each bidder is required to furnish with the proposal a Bid Guaranty and Contract Performance Bond in accordance with Section 153.54 through 153.571 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
All proposals shall be made and properly executed on proposal forms as issued by The Village of Glendale and bound together with other documents and specifications. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. Work shall be substantially completed and acceptable by June 30, 2021.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. “DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.001 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.001 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.” Additionally, contractor compliance with the equal employment requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Contractors must comply with the Davis Bacon Act in the payment of prevailing federal minimum wages, and the Contract Work Hours and Safety Standards Act regarding compensation for overtime and safe working conditions in all contracts of $2000 or more. On contracts of $25,000 or more, general contractors will be required to achieve 10% Minority Business Entrepreneur participation in the contract, or clearly demonstrate and document good faith effort to achieve MBE participation to be eligible for contract award.
Section 3 of the Housing and Urban Development Act of 1968 requires that, to the greatest extent feasible, in connection with work covered by this contract, opportunities for training and employment be made to lower income residents of the project area, and that contract work be awarded to business concerns which are owned substantially by low income residents of the project area.
The Council of the Village of Glendale shall authorize acceptance of the bid made by the responsible bidder who, in Council’s judgment, offers the best and most responsive proposal, considering quality, service, performance record, and price; or Council may direct the rejection of all bids. Council may waive any irregularities and reject any or all bids.
