SOLICITATION FOR BIDS/OFFERS/RFP

Sealed bids will be received by Philomena S. Ashdown, Counsel for Receiver, at the law offices of Strauss Troy Co., LPA, 150 East Fourth Street, 4th Floor, Cincinnati, Ohio 45202 by Monday, June 29, 2020 at 10:00 a.m.:
By Order of the Court of Common Pleas, Hamilton County Ohio, Case No. A1802433 the undersigned, as counsel for the Receiver, hereby solicits bids/RFP’s for the following two properties:
1. 606 Riddle Road, Cincinnati, Ohio 45210 (PPN# 99-3-51)
2. 610 Riddle Road, Cincinnati, Ohio 45210 (PPN# 99-3-29)
The Bid/RFP must provide a detailed plan to bring the Properties into VBML compliance and proof of financial ability.  The abatement can be by renovations/rehab of the property so as to comply with the 13 Point VBML checklist or by demolition of the properties.
a. If a Bid is accepted, the successful bidder must promptly commence the work to abate the nuisance as the agent for the receiver.  All expenses incurred by the successful bidder for the abatement must be submitted to the Receiver and approved by the Court
b. Upon abatement and approval of the City and the Court, the Receiver will seek court approval to transfer title to the Property to the bidder free and clear of all liens and claims other than the Receiver’s fees and expenses, in the amount of $15,000 per Property and real estate taxes, both of which must be paid at closing.  Closing will be handled by Prominent Title.  If the Owner pays the costs of abatement then the property will not be transferred.  Any assessments owed to the City will have to be negotiated with the City
c. As a precondition, the Bidder must deposit a cash bond of $10,000 per Property with the City (the “Bond”).  The Bond will be released upon a request from the bidder to pay the contractor for either the demolition work or the renovation upon certification by the City’s Building and Inspections Dept. that the Property meets VBML standards.
D. If the bidder fails to complete the work within six (6) months of acceptance, the Receiver is authorized to commence work and to apply the Bond to such work.

Electronic or sealed proposals will be received at the Hamilton County Purchasing Department, 138 East Court St., (Room 507) Cincinnati, OH 45202, until 11:00 A.M. on July 20, 2020 and will be read at that time for RFP#055-20 – Medical and Pharmacy Services.
