Wet Weather Performance Management Support

Digital Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at the following website:

All proposals must be submitted electronically only via the City’s Bonfire portal at the above link. Responses submitted by hard copy, mail, or e-mail will not be accepted. See “RFQ Submissions” at Section 1.10 of the RFQ for details.

As of 6/12/20, interested parties may download RFQ Documents from the Cincinnati Bonfire website and should frequently return to the site to monitor for project-specific updates and addenda.

A brief description of the services sought:
MSDGC is under a federal consent decree to reduce sewer overflows caused by wet weather resulting in the District’s Wet Weather Improvement Program (WWIP). The WWIP is a comprehensive multi-billion dollar effort to remedy discharges from MSDGC’s wastewater collection system that occur when it rains.
MSDGC’s Watershed Operations (WO) division operates and maintains wet weather assets constructed under the WWIP, specifically high-rate treatment facilities, and real-time control facilities.  Since these facilities are intended to operate during wet weather conditions, ensuring system availability, monitoring, and optimizing performance are top priorities for WO.
This contract is for maintenance and support of the systems that support MSD’s wet weather assets, including; the Watershed SCADA system, the performance modeling and measurement tools that use the data collected by the SCADA system, and the wet weather performance dashboards that display and report that data for operators, managers and ultimately regulatory agencies.
