SEALED Proposals will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at Two Centennial Plaza, 805 Central Avenue, Suite 234, Cincinnati, Ohio 45202:

A brief description of the services sought:
This Project is located in the vicinity of 3537 Columbia Parkway and Rakestraw Memorial Field on Eastern Avenue between Stanley Avenue and Delta Avenue, in the City of Cincinnati, Hamilton County, Ohio. The existing storm sewer runoff from the Columbia Square retail/office development is tributary to CSO 469. A Business Case Evaluation (BCE) was performed by MSDGC to evaluate the Project area and recommend an alternative to reduce the CSO discharge volume from CSO 469. The BCE prepared by MSDGC is attached to this RFQ. The recommended alternative in the BCE consists of disconnecting the storm sewer that serves the Columbia Square retail/office development from the combined sewer (that flows through CSO 469) and conveying it directly to the Ohio River.
A general plan to implement the recommended alternative is presented in the BCE and includes the installation of approximately 250 feet of 24-inch sewer and approximately 30 feet of new 30-inch sewer. The new 24-inch sewer is proposed to be placed in the public right of way under Eastern Avenue. The new 30-inch sewer line is proposed to be placed in Rakestraw Memorial Field adjacent to the existing CSO 469 structure. The recommended plan also includes utilizing sections of existing pipe to convey stormwater to the Ohio River. This general plan will be reviewed and developed into a detailed design by the selected Offeror. This project will also include addressing Rule 2407 regarding separation of existing sewers and discharge of stormwater to local waterways, coordination with local stake-holders including business owners and SORTA, underground utility investigation, and other related and necessary tasks.

PROFESSIONAL DESIGN SERVICES
Great Parks of Hamilton County (GPHC) requests professional design firms interested in providing professional design services for design or surveying projects to submit a Request for Qualifications (RFQ) response pursuant to Ohio Revised Code §153.65-73. Professional design services refer to services within the scope of practice of a design firm including services of an architect or landscape architect registered under Chapter 4703 of the Ohio Revised Code or a professional engineer or surveyor registered under Chapter 4733 of the Ohio Revised Code.
GPHC asks all RFQs be submitted by January 31, 2018 for this request; however, qualifications statements will be accepted at any time from any professional design firm. GPHC will send out an annual request to update qualifications statements that are on file; however, it is the design firm’s obligation to keep the qualifications current by providing annual RFQ updates or to submit an annual statement that nothing has changed from the prior version currently on file with GPHC.
RFQ statements should include the following information: design firm’s history; resumes of key personnel including professional registrations; list of client references and representative park-related or public work projects, including a brief description and relative size of each project; proof of professional liability insurance; and contact information for a person knowledgeable and able to provide a reference related to the previous representative work
Upon receipt, GPHC will acknowledge receipt of and evaluate each RFQ statement for inclusion on the prequalified list kept by GPHC. RFQ statements shall be provided in one (1) letter size bound hard copy and in a digital file PDF format. Please no three ring binders. Email and send to:
