Program Management for Post Construction Monitoring & Modeling of the Lower Mill Creek Partial Remedy       
RFQ # 2017-003
SEALED PROPOSALS will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at Two Centennial Plaza, 805 Central Avenue, Suite 234, Cincinnati, Ohio 45202:

A brief description of the services sought:
MSDGC will be completed with the construction of the projects for the revised original Lower Mill Creek Partial Remedy (LMCPR) by the end of 2018. MSDGC must demonstrate compliance with the Wet Weather Improvement Program’s (WWIP’s) Performance Criteria applicable to combined sewer overflows (CSOs) by post-construction monitoring and modeling as part of the Post Construction Monitoring Plan (PCMP). The Program Manager will assist MSDGC with this effort.  
Specifically, the following is included in the scope of services:
1.) Flow Monitoring
a. Preparation of Draft Flow Monitoring Plan to meet the project goals
b. Program management of installation and initial data review to confirm the flow monitoring data will meet program goals including data quality, calibration points, dye dilution results and flow balancing.
c. Program management of routine data review and processing
d. Data editing and finalization periodically through the monitoring period and after removal.
2.) Hydraulic Modeling
a. Preparation of a plan to provide the necessary Models.
b. Determination of areas requiring additional flow monitoring for calibration including, but not limited to,
i. LMCPR related structures and tributary areas
ii. Tributary areas to LMCPR interceptors.
c. Preparation or finalization of the pre- and post- condition models in accordance with the procedure agreed upon with the regulators in the Post Construction Monitoring Plan (PCMP).
d. Calibration of the appropriate models.
e. Evaluation of the effectiveness of the revised Original LMCPR.
3.) Support of PCMP
Bids must be submitted in accordance with the requirements of the RFQ Documents.

ON FEBRUARY 1, 2017 AT the Galbraith Road Garage, 223 West Galbraith Road, Cincinnati, Ohio 45215 and then to the Burlington Facility, 10480 Burlington Road, Cincinnati, Ohio 45231.
